1944年，日軍在河南發(fā)動“一號作戰(zhàn)計(jì)劃”，國民黨部隊(duì)在河南境內(nèi)全線潰逃，導(dǎo)致河南淪陷。中共中央決定在河南開辟新的根據(jù)地，派遣八路軍冀魯豫軍區(qū)的魯南獨(dú)立旅前去執(zhí)行襲擾戰(zhàn)。旅長陳天放和副旅長盧蘭負(fù)責(zé)戰(zhàn)略轉(zhuǎn)移，而呂沖指揮蒼狼突擊隊(duì)和三團(tuán)三營提供掩護(hù)。在執(zhí)行任務(wù)中，蒼狼突擊隊(duì)潛入日軍重要城市新安，破壞軍火庫。同時，陳天放計(jì)劃刺殺日本間諜高季武。最后，通過與主力部隊(duì)的共同作戰(zhàn)，蒼狼突擊隊(duì)和三營成功擊敗日軍，完成了他們的戰(zhàn)略目標(biāo)。
